Your choice (conc. NaOH) is 

• You need to add concentrated* NaOH until the solution becomes basic. This process is called basification*.
• In an basic solution, 4-bromoaniline* is no longer protonated* and no longer very soluble in aqueous solution.

Let's add conc. NaOH dropwise until the solution becomes basic.
